Zilla Praja Parishad Formation

Vizianagaram District was formed in Andhra Pradesh State vide G.O.Ms. No. 700, Revenue dated 15.05.1979 and in pursuance of the newly formed district orders, Office of the Zilla Praja Parishad, Vizianagaram was also located in Vizianagaram town and started its functioning w.e.f. 15.05.1979 with 14 erstwhile Panchayat samithis and later in place of 14 Panchayat samithis, 34 Mandal Praja Parishads were formed vide G.O.Ms. No. 06 dated 07.01.1987 and functioning of Mandal Praja Parishads were started w.e.f. 15.01.1987. All the Mandal Praja Parishads Development officers of 34 Mandal Praja Parishads are working under the steemed control of the Chief Executive Officer, Zilla Praja Parishad, Vizianagaram. Out of 34 Mandal Praja Parishads, 19 Mandal Praja Parishads are located in Vizianagaram division and the remaining 15 Mandal Praja Parishads are located in Parvathipuram division.

FINANCIAL RESOURCES OF ZILLA PRAJA PARISHAD, VIZIANAGARAM
Zilla Praja Parishad, Vizianagaram is generating own income from the following sources.

Under the esteemed control of Zilla Praja Parishad, Vizianagaram, one weekly sandy is running in Kothavalasa village of Kothavalasa Mandal, Vizianagaram district, which is being auctioned every year and from the auctioned amount , 25% share is being adjusted to the credit of ZPP General funds, 50% share is being adjusted to the credit of Mandal Praja Parishad funds of Kothavalasa and the remaining 25% share is being adjusted to Kothavalasa Grama Panchayat.

Vizianagaram Zilla Praja Parishad has constructed 42 shops in the name of shopping complex near by the market yard of Kothavalasa village of Kothavalasa Mandal Praja Parishad. All the shops are being given on rent basis to the needed people and out of the total collected rent, 25% share is being adjusted to the credit of ZPP General Funds, 50% share to the credit of Mandal Praja Parishad funds of Kothavalasa and the remaining 25% share is being adjusted to the credit of Kothavalasa Gram Panchayat funds.

The BSNL authorities have erected their BSNL tower in the premises of Kothavalasa market yard and the rent is being remitted to the credit of Zilla Praja Parishad General Funds, Vizianagaram every year. Out of the received rental amount, 25% share is being adjusted to ZPP general funds, 50% share is being adjusted to Kothavalasa Mandal Praja Parishads funds and the remaining 25% share is being adjusted to the credit of Kothavalasa Gram Panchayat funds.

Recently, Zilla Praja Parishad, Vizianagaram has constructed one Guest House by the side of DRDA office in Vizianagaram town with 20 rooms covered with air conditioned and all the rooms are being given to needed people on rent basis. The rental amount is also being adjusted to the credit of ZPP General Funds.

In addition to the above, one meeting hall duly air conditioned was constructed for conduct of meetings of Zilla Praja Parishad, Vizianagaram adjacent to the office of Zilla Praja Parishad, Vizianagaram, which is also being given to needed offices on rent basis, when the ZPP meetings are not convened and the rental amount is also being adjusted to the credit of ZPP General funds.

OTHER INCOME SOURCES OF ZPP, VIZIANAGARAM

In addition to the above own income sources, the State and Central Governments are also releasing the following grants, which are also being adjusted to the credit of ZPP funds, Vizianagaram.

Rs. 4/- Grant:

This grant is being released by the State Govt. @ Rs. 4/- per head basing on the population of Vizianagaram district. This amount is going to be adjusted to the credit of ZPP funds every year.

Seigniorage Grant:

The Asst. Director of Mines & Geology, Vizianagaram is going to collect seigniorage from the mines existing in Vizianagaram district and the collected amount is being remitted to the Govt. Head. Out of the remitted amount, the State Govt. is going to release 25% share to the credit of Zilla Praja Parishad Funds, Vizianagaram every year.

Honorarium to the Non-Official members of the Z.P.P, Vizianagaram

Honorarium grant to the Non-Official members of the Z.P.P, Vizianagaram is being released quarter wise budget provision every year @ 40,000/- P.M to the Hon’ble Chairperson, ZPP and @ 6,000/- P.M to the Hon’ble Z.P.T.C members and co-opted members vide G.O.Ms. No. 89, Date:-07-09-2015 of the Secretary to the Government, PR & RD, A.P, Vijayawada. There are 34 Z.P.T.C members including Chairperson and 2 Co-Option members are receiving the honorarium.

Zilla Parishad Body

The present body was formed in July-2014. Body have 1 chairperson, 34 Z.P.T.C members and 2 co-option members.

Zilla Parishad Functions

Statutory meetings i.e. Z.P. General Body meetings per every 3 months and standing committee meetings per every 2 months are being conducted within the stipulated time.

Trainings for the Panchayat Raj elected body representatives are being conducted.

Maintenance of Z.P. Provident Fund accounts of the staff and P.R. teachers nearly 7000 accounts.

Supervising the service matters of the Staff i.e. from Mandal Parishad Development Officers to Class IV Employees under the control of Zilla Praja Parishad management.

Compassionate appointments to the dependents of the deceased employees of Teaching and Non Teaching Staff of Zilla Praja Parishad management.

Conduct of annual inspections to the Mandal Praja Parishads.

Sanction of works under Z.P. General Funds duly following budget provision i.e. 23% on Assets, 15% SCEMF, 6% STEMF, 12% Drinking Water, 15% Women & Child Welfare, 15% O.E, 10% Sectorial Activities and 4% Unforeseen Items.

Other Functions

Under devolution of powers, the Zilla Praja Parishad is being operated the accounts of the Fisheries dept and the Animal Husbandry dept out of 29 line departments.

Provident Fund

7,000 subscribers are having Z.P.P.F accounts.
The average monthly receipt towards subscription is Rs. 3.73 crores.
The average monthly expenditure towards loans / part payment / final payments is Rs. 1.64 crores.

Planning Section (Establishment)
Planning Establishment is one of the Sections in Zilla Praja Parishad, Vizianagaram. This section carried out following functions / duties.

Works

The development works are being sanctioned under the following heads from Z.P. General Funds every year according Z.P.P. budget approved by the body.

Audit

There are 393 audit paras to the tune of Rs. 13,97,14,365/- only are pending upto the financial year 2015-2016 out of which replies furnished for 279 paras to the tune of Rs. 4,60,36,603/- for dropping. Audit report for 2016-2017 is awaiting.

Non-Provincialised Pensions
Pensions are being paid to the 43 Non-Provincialised pensioners from the Z.P.P. General Funds under 16% O.E head to the tune of Rs.60,00,000/- per annum.
